"notes": "用户将首次企微免密登录设为硬性要求：OA 账户须通过 userid 或唯一企业邮箱预绑定/自动补绑定，不允许首次输入 OA 密码。已有 binding 快路径及 userid/企微企业邮箱精确匹配既有 active OA 账户的事务补绑定已实现，本地后端全量测试、前端构建、E2E 与治理验证通过；姓名不作为键，缺失/无匹配/inactive/冲突/API 失败全部关闭，不自动创建账户或改角色。等待生产部署和存量映射 dry-run/apply 的独立批准。",
