+# Implementation Notes
+
+## Scope
+
+This task closes the governance migration after TRELLIS2 and the removal of
+the project-local delivery skill. It only changes Trellis task records, current
+governance docs, process wording and QA governance scripts.
+
+## Approach
+
+1. Archive superseded setup tasks after marking their PRDs as historical or
+   superseded.
+2. Keep historical `issues/*.csv` files untouched.
+3. Update current-facing docs so new non-trivial work starts from a Trellis
+   task PRD and not from a new Issue CSV.
+4. Preserve Issue CSV references only where they are explicitly historical,
+   audit evidence or legacy/export compatibility.
+5. Keep `.trellis/spec/hyb-oa/` as the stable project rule entry point.
+
+## Boundaries
+
+- No backend or frontend business-code changes.
+- No deployment, production config, database, Enterprise WeChat or payment
+  writes.
+- No deletion or bulk rewrite of historical `issues/*.csv`.
+- No resurrection of `.agents/skills/hyb-oa-delivery`.
+
+## Verification
+
+Run the task validation, Trellis governance gate, process contract baseline,
+docs registry audit, stale wording search and `git diff --check` before commit.

+# Close Out Legacy Trellis Tasks And Trellis-Only Governance Wording
+
+## Goal
+
+Finish the governance migration by closing stale Trellis setup tasks and
+removing current Issue CSV-first wording from active governance documents, so
+new hyb-oa work consistently starts from Trellis tasks/specs while historical
+Issue CSVs remain audit evidence.
+
+## Scope
+
+- Review and close out the old active Trellis setup tasks:
+  - `00-bootstrap-guidelines`
+  - `05-26-trellis1-pilot`
+  - `05-26-trellis2-official-task-contract`
+- Update current governance documents that still describe Issue CSV as the
+  default development contract.
+- Preserve historical Issue CSV files and historical references.
+- Keep `.trellis/spec/hyb-oa/` as the project-specific spec entry point.
+- Run governance, docs and task validation after edits.
+
+## Out Of Scope
+
+- No backend or frontend business-code changes.
+- No public deployment or live OA verification.
+- No database, Enterprise WeChat, payment, production config or real-data write.
+- No deletion, migration or bulk rewrite of historical `issues/*.csv` files.
+- No implementation of OAOPS1, OALAUNCH1, WREAL1 or Enterprise WeChat mirror
+  features in this task.
+
+## Requirements
+
+- Active Trellis task list should no longer contain completed historical setup
+  tasks after this task is done.
+- Current governance docs must say Trellis task is the default execution
+  contract for new non-trivial work.
+- Issue CSVs must be described only as historical audit evidence or optional
+  external/export format unless a user explicitly requests legacy output.
+- Existing docs fact sources and Trellis specs must remain registered and
+  validated.
+- Historical issue references may remain when clearly historical.
+
+## Acceptance
+
+- `task.py list` shows no stale active setup task for bootstrap, TRELLIS1 or
+  TRELLIS2 after closeout.
+- `docs/开发交付与变更管理规约.md` no longer instructs current work to start
+  from Issue CSV by default.
+- `docs/文档索引.md`, `docs/文档事实源状态矩阵.md` and
+  `docs/Agent开发交付实践.md` remain aligned with Trellis-only governance.
+- Governance scripts pass.
+- Working tree is committed and clean when the task is finished.
